Education Service Contracting (ESC)

The Education Service Contracting (ESC) program is a government financial assistance initiative that provides grants for deserving elementary graduates to pursue secondary education at a private high school of their choice.

Objectives:

• Improve and expand access to quality Junior High School (JHS) education

• Aid in the decongestion of public JHSs

Amount of ESC Grant for Grade 7 - 10:

National Capital Region (NCR) - 13,000.00

Outside NCR - 8,500.00

Conditions for ESC Grantees to Maintain their Grant:

· No maintaining grade is required.

· Grantee promotion to the next grade level assures them of the ESC grant.

The grant may be terminated if a grantee does any one of the following:

· Drops out for non-health reasons during the school year;

· Fails to reenroll the following school year;

· Does not get promoted to the next grade level or is retained at the same grade level;

· Is suspended for more than two (2) weeks, dismissed, or expelled by the school for disciplinary reasons; or

· Transfers to a non-ESC participating JHS.

For grants terminated due to valid reasons:

Grantees who drop out because of the death of a parent or guardian, calamities, prolonged illness, or an accident may have their grant reinstated into the ESC program, provided they submit documentation to support their claim.

Note: All ESC Grantees automatically receive the Senior High School Voucher from Grade 11 to 12, ensuring they continue to benefit from financial support in their education. Students who applied for the voucher should download the QVA Certificate from OVAP, as this document is required for voucher redemption. QVAs must submit their QVA Certificate to the Registrar’s Office as proof of their entitlement to the voucher.

Senior High School Voucher Program (SHS VP)

The Senior High School Voucher Program (SHS VP) is a financial assistance initiative that provides subsidies to eligible learners in Senior High School (SHS) – encompassing Grades 11 to 12 – attending participating private or non-DepEd public SHSs. This program aligns with the objectives of the Education Service Contracting (ESC) to enhance access to quality and relevant SHS education while giving learners a wider choice to pursue SHS programs that meet their individual needs and career aspirations. Additionally, it aims to diversify the available SHSs and foster a more dynamic SHS educational system.

Financial assistance amounts include:

- From Public High School: 22,500.00

- ESC Grantee (from private school): 18,000.00

- QVR Recipient (non-ESC grantee from private school): 18,000.00

Terms of the Senior High School Voucher include:

- A Voucher Program Beneficiary (VPB) maintains the subsidy if promoted to Grade 12 and enrolls in a private or non-DepEd public SHS.

- There are no maintaining grades required for VPBs.

- A VPB will lose the subsidy if they:

  – Fail to be promoted to the next grade level

  – Drop out during the school year

  – Do not re-enroll the following school year

  – Transfer to a different VP-participating SHS within the same school year

  – Transfer to a DepEd SHS

**In the event of a valid reason for dropping out:**

VPBs who withdraw due to prolonged illness, accident, force majeure, or the death of a parent or guardian may be reinstated in the SHS VP by submitting the necessary documentation to the PEAC NS.
